John R. Jenkins
John joined BSU as executive director in June 2015. Prior to that, he spent 30 years practicing law with a specialization in public utility law and Florida water and wastewater utilities. He acted as special counsel for BSU since the 1980’s working on a variety of issues, including rate setting, revenue bond financing for capital projects, tax exempt status, developer agreement and contract drafting, franchise issues, wastewater system expansion, environmental and real estate matters. He oversees the operations of BSU’s various departments and carries out the policies of the Board of Directors. John frequently speaks to local business and civic organizations about BSU and its operations.
John received a B.A. degree in philosophy from Iona College in New Rochelle, New York and his law degree from Florida State University, where he also earned a B.S. in finance. He is a member of The Florida Bar Environmental and Land Use Law Section, the American Water Works Association, and the Water Environment Federation.
Kim Hoskins, P.E.
Director of Engineering
Kim supervises the planning, design, permitting, budgeting, scheduling and construction administration of the utility’s capital improvement program, as well as the review, inspection and acceptance of developer-contributed projects. She oversees BSU’s engineering, inspections and geographic information systems staff.
A Lee County native, Kim holds a bachelor’s degree in environmental engineering from University of Florida. As a college student, she interned at BSU and then began her professional career with the utility, serving as assistant engineer for three years. Her previous work experience includes project management with the Fort Myers-based planning, design and surveying firm Barraco and Associates Inc.; development review with Lee County Department of Community Development; and engineering project management with Lee County Utilities.
Steven A. Richards, CPA
Director of Finance
Steven A. Richards
Steve is responsible for maintaining the utility’s financial records, supervising investments and overseeing all accounting activities. He directs the activities of the finance department, including preparing financial statements and budgets and coordinating purchasing, disbursements, cash management and debt administration. Steve is a certified public accountant, licensed in the state of Florida.
Steve joined BSU in 2015 after nearly ten years with CliftonLarsonAllen, the national public accounting firm that audited BSU’s financial statements. He previously spent five years as a staff CPA and auditor with a Naples firm. Steve holds a business administration degree from The Ohio State University, a master’s of education from Xavier University in Cincinnati and a master’s in accounting and taxation from Florida Gulf Coast University. He is a member of the American Institute of Certified Public Accountants and Florida Institute of Certified Public Accountants.
Director of Operations
Andy started his career in the water and wastewater field in 1995. He earned licenses in both wastewater and water treatment, and in 2005 he became an engineering technician. While working full-time, he earned an associate’s degree in drafting and design technology from Edison State College. In 2006, he earned a bachelor’s degree in civil engineering from the University of South Florida. He earned his Professional Engineer’s license and was named BSU’s Director of Operations in 2011. Andy is a member of the Water Environment Federation, Florida Water & Pollution Control Operators Association, American Water Works Association and the American Society of Civil Engineers. He manages more than 90 employees and oversees the operation of BSU’s two water production plants and two water reclamation facilities, as well as associated fieldwork and service activities.
Customer Service Manager
Todd is responsible for overseeing the daily operations of the customer service department with specific emphasis on people management, maintaining high service level goals and customer satisfaction. He provides day-to-day leadership and interacts with multiple departments throughout BSU on a regular basis to ensure a high-performance and a customer service-oriented work environment that supports achieving the company’s mission, objectives, and values.
Todd has over 20 years of customer service management experience. He has a demonstrated background of effectively handling situations and inquiries while working with policy, procedures, and standard processes. In addition to his management skills, he has over seven years of professional experience in billing and finance, servicing accounts, processing payments and investigating account issues.
Jose oversees BSU’s entire IT department, which is responsible for the overall administration and management of BSU’s business network infrastructure. He leads IT project implementation of new technologies to meet NIST cybersecurity standards for data security and manages hardware and software system configurations, installations, upgrades, and maintenance on internal data centers. Jose also develops and implements BSU’s IT policies and best practices.
Jose joined BSU in 2014 as a Help Desk technician and then was promoted to system/network administrator. He was promoted to IT manager in 2021. A Southwest Florida native, he graduated from Florida Gulf Coast University with a bachelor’s degree in computer information systems.
